California's 2009 budget cuts are expected to have a severe impact on the In-Home Supportive Services program, which provides personal care services that allow seniors and younger individuals with disabilities to remain at home and in the community. Although the implementation date is not certain, the cuts could go into effect as soon as October 1, 2009. The judge ruled that the plaintiffs were likely to show at trial that the cuts to services, enacted in the recent state budget, violate federal law. Approximately 40,000 low-income seniors and people with disabilities would have lost all their IHSS services, including personal care; another 90,000 would have lost such services as meal preparation, food shopping and help with laundry and housecleaning.
